Digital Competency of Vietnamese Citizens

Executive Context

As governments and public institutions accelerate digital transformation, a critical question emerges: Is the workforce and society at large—ready to participate effectively in a digital economy?

Leaders faced challenges including:

  • Uneven digital skills across regions and demographic groups
  • Limited data to guide education, training, and policy interventions
  • Risk of digital exclusion slowing economic and social progress

Clear, reliable insights were required to move from aspiration to actionable strategy.

Leadership Role & Contribution

Dr. Duy served as a research and advisory contributor, supporting the project through:

  • Designing frameworks to assess digital competency at scale
  • Analyzing competency gaps across population segments
  • Translating assessment results into strategic insights for decision-makers

His work emphasized practical relevance, ensuring findings could inform real-world policy and capability-building initiatives rather than remain academic outputs.

Key Deliverables

  • A digital competency assessment framework applicable at national scale
  • Structured analysis of competency levels and critical gaps
  • Strategic insights to support digital education and workforce development planning
  • Evidence-based inputs for public-sector decision-making

Business & Policy Outcomes

  • Improved visibility into national digital readiness
  • Stronger foundation for targeted upskilling and education initiatives
  • Reduced risk of misaligned digital transformation investments
  • Clearer linkage between digital policy objectives and human capability development

For leaders in both public and private sectors, digital transformation succeeds only when people are ready. This project highlights Dr. Duy’s ability to connect digital strategy with human capability, enabling executives and policymakers to make informed decisions grounded in data, not assumptions.
